Technology & Construction

Paul Newman has spent approximately twenty years as a specialist in building and civil litigation and arbitration as well as in non contentious construction law. In more recent years he has extended his practice to include adjudication and alternative dispute resolution (particularly mediation). He joined 3PB in October 2006 having spent a number of years as an employed barrister in a solicitors' practice.

Litigation

He has been involved in a wide range of delay and disruption claims, building defects claims, construction insolvency, enforcement of adjudicator decisions and professional negligence actions against construction professionals.

Notable cases include:

Non Contentious

He has advised on a wide range of construction documentation relating to a variety of procurement options, including professional appointments, collateral warranties, bonds and guarantees and main contract and sub-contract forms. He will assist instructing firms with the preparation of project documentation.

Cardiff Bay Barrage Contract

  • Llanelli Town Centre redevelopment
  • Wales Botanic Garden , Carmarthen
  • Wales Millennium Centre, Cardiff
  • Millennium Stadium, Cardiff (as part of the funder's vetting team)

Arbitration

His principal involvement has been as a representative of one of the parties either in arbitration references or in related Court proceedings/applications. He has also sat as an arbitrator.

Adjudication

Paul Newman has acted for a number of clients in adjudication proceedings (including enforcement) and has sat as an adjudicator. He is a member of the following nominating panels:

  • The Royal Institute of British Architects
  • Construction Industry Council

Mediation

Paul Newman has a particular interest in mediation and regularly accepts appointments as a mediator. He is a panel mediator with the Bar Council, NADR and TalkMediation.

Other Information

Paul Newman is the sole author of or contributor to a number of books on construction law and dispute resolution. He is a regular columnist for Construction Law, Tottel's Construction Newsletter and The Legal Executive. He has also contributed to Solicitors Journal. He has lectured for Central Law Training, BPP and other training providers. He is happy to provide in-house training for instructing firms. He has lectured in the UK (including Northern Ireland ), Belgium and Sweden. In 1997 he was highly commended in the Hudson Construction Law Prize.

Paul Newman accepts public lay access work in appropriate cases.
